This is what got us into so much trouble in Vietnam, they wouldn't let the Generals fight the war...stupid idiot politicians were deciding when & what targets to fight. I once talked to a vet who told me a story about him sitting there watching the Vietcong bringing supplies down south and they couldn't fire a single shot at them because it was "against the rules".
That is the only time we lose, when we have idiots in this Nation aiding the enemy.
